There are several reasons for this. One of the biggest reasons is that your pressure package is often dictated by what your opponent does. The formations that they use will often open up opportunities for certain dogs and blitzes. Other times an offense may use certain formations that make it very hard to get home or be sound against.

The protections that your opponent uses is also a factor. Are they predominately a 5, 6 or 7man protection offense? Which way does the center turn in protection? Where are their hots and sights? There is so much that goes into this part of the game plan.
